In continuation of my secret despatch of the 17tl. 394 December, I have the honour to transmit the enclosed paraphrases

and translations of cypher and code telegraphic correspondence

The instructions exchanged with you on the subject of the wor. conveyed in your telegrams have been acted on. you separately on the subject of your cypher telegram of the

22nd instant.

I shall address

The local situation remains unchanged. Certain roads and paths which were at the outbreak of war closed to the general public have now been re-opened; and the only restriction on the movements of members of the civil population remaining in force is the regulation requiring; persons wishing to leave the Colony to apply to the Provost Larshal for a passport.
